During a DFPS investigation, one caregiver, who was counted in ratio, was observed to be on their cell phone on two occasions. On the first occasion, this caregiver was on their phone for 15 minutes and then this same caregiver was on their phone later in the day for six minutes. The use of the caregiver's cell phone use was not directly involving the teaching, care, and supervision of children.
