I arrived at 3:39 p.m., I was informed by a caregiver that the Site Director and Program Director was absent. The operation does not have a plan in place to determine who is in charge when both director are absent.

Report finding
During inspection without the caregiver awareness, a child walked out a exit door located in the gym room. Another child was observed opening the exit door to let the child back in. The child who returned back inside start laughing stated he did not know why he did it.
