A 4 month old infant was grouped with a pre k age classroom and there was more than an 18 month age group between the infant and the oldest child in the classroom whom was four years of age. Additionally, the infant classroom was over ratio with 6 infants less than 12 months of age with 1 caregiver. The toddler classroom was also over ratio with 11 children with a specified age group of 18-23 month olds to one caregiver.
