Deficiency re-cited. Children were observed running in the cafeteria multiple times. One child was observed slapping another child n the face from across the table. One child was observed hitting another child in the face with his backpack. One child was observed under a cafeteria table. One child was observed carrying an unraveled paper clip; when staff told child to throw it away, the child walked back to his table and put it in his pocket.

Inspector observed children whistling/hooting loudly, running, not listening to staff or sitting down, and no transition activity was provided for approximately 27 minutes. Inspector also observed one child playing on cell phone and throwing paper balls at each other. Inspector did observe staff using a whistle to try and get children to sit down and listen however no appropriate behavior boundaries were given.
