Infants: 7 children- 2 teachers- 1 (4) 1 year-olds: 9 children-2 teachers- 1 (6) 2 year-olds: 18 children- 2 teachers- 1 (11 ) 3 year-olds: 16 children- 1 teacher-1 (15) 4 year-olds: 16 children- 2 teachers 1 (20) 2.3 Ratios The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children, and applies at all times while children are in care When FSC walked in three-year-old classroom she observed sixteen children to one teacher. Per director, the second teacher was in the restroom at this time. This classroom came back into compliance when the teacher returned from the restroom.
