- 1 Teacher 11 Children - One - Two Years (1:6) 1 Teacher 9 Children - Three Years (1:15) 1 Teacher 13 Children - Four Years (1:20) FSC observed a mixed classroom of 11 children ages one and two with one childcare personnel and one therapist. This standard was brought back into compliance when another childcare personnel went into the classroom to be counted in the staff to child ratio. 2.3.1 Mixed Age Groups B. In groups of mixed age ranges, where children one year of age but under two years of age are included, one staff member must be responsible for no more than six children of any age group, at all times. 1
