Based on interviews and record review, the CCC did not comply with the section cited above, on 3/27/2025, C1 was left without care and supervsion for approximately 45 minutes.

- Personal Rights: The licensee shall ensure that each child is accorded the following personal rights: To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. This violation was evidenced by: Based on interviews and record review which revealed staff #2 inappropriately disciplined child #6 and child #7 by pulling on their hair as a form discipline. This poses an immediate risk to the health and safety of children in care.
