This requirement was not met as evidenced by: Based on interview with Licensee the proper seat restraint system was not used when transporting children in care. Per California Highway Patrol State Law Children under the age of 8 years old must be secured in a car seat or booster seat in the back seat. This poses a potential risk to the Health, Safety and Personal Rights of children in care.
