This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above in that the outdoor play area in the front yard contained some hazards that included an unanchored swing set used by children, another swing set with broken parts not used, and play equipment piled on a small broken trampoline frame which poses a potential health, safety or personal rights risk to persons in care.
