(3) No child shall be forced to stay awake or to stay in the napping area longer than the normal napping period. This requirement was not met as evidenced by: Based on observation of the complainant and interviews with staff, children that are not napping are forced to stay on their mats quietly for 2 or more hours, which poses a potential health, safety and/or personal rights risk to children in care.

Administration of Child Day Care Licensing (1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. Sign In and Sign Out (a) In addition to the sign-in procedure requirement of Section 101226.1(b), the licensee shall develop, maintain and implement a written procedure to sign the child in/out of the child care center that shall, at a minimum, include the following: (1) The person who signs the child in/out shall use his/her full legal signature and shall record the time of day. Children enrolled through 4C's did not have a sign in/out sheet that had a place for the authorized representative to sign in, only a place for the time, which poses a potential health, safety or personal rights risk to persons in care.
