Obtain a California clearance or a criminal record exemption as required by the Department This requirement was not met as evidenced by Staff 1 did not have fingerprint clearance and has been working at the facility 02/2026. This poses an immediate risk to the Health, Safety or Personal Rights to children in care. Owner Miao Li sent staff 1 home during visit and understands she may not return until clearance is obtained.
Admission Agreements (f) The licensee shall comply with all terms and conditions set forth in the admission agreement. This requirement is not met as evidenced by: Based on interviews with owner and director they stated that only in certain circumstances are parents able to view and listen to video and audio recordings which contradicts the consent form provided at the time of enrollment. This poses a potential risk to the health, safety and personal rights of children in care.
Responsibility for Providing Care and Supervision (a) (1) No child(ren) shall be left without the supervision of a teacher at any time... Supervision shall include visual observation. This requirement is not met as evidenced by: Based on interviews, infant/toddler and preschool staff failed to observe child, C1 leave one classroom and join another. Teachers did not count children and conduct name to face checks as part of transition protocols. Teachers gave LPA varying accounts of where child was found and who escorted child back to their classroom. This poses a potential risk to the health, safety and personal rights of children in care.
