The requirement was not met as evidenced by: Based on interviews, S1 admitted that she patted C2's hand on 09/09/2025 and S1 was observed patting C2’s hand, and one witness reported hearing the patting sound, which posed an immediate risk to the health and safety of the children in care.

Lead Testing Written Directives 101700.3 (b)(1), a result with values 5.5 ppb or greater shall be deemed an Action Level Exceedance. This requirement was met as evidenced by: Lead testing conducted on 11/11/2022 showed ALE on 17 outlets in the facility. This posed a potential risk to children in care.
