Teacher-Child Ratio (b) The licensee may use teacher aides in a teacher-child ratio of one teacher and one aide for every 15 children in attendance. (1) A ratio of one fully qualified teacher (as specified in Section 101216.1(c) and one aide for every 18 children in attendance in a preschool program is allowed when the aide meets the qualifications specified in Section 101216.2(d). This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above in two preschool classroom are out of ratio. Four seasons classroom had 22 preschoolers and 1 teacher and 2 aides. Forest classroom had 17 preschoolers and 1 teacher and 2 aides which poses a potential health, safety or personal rights risk to persons in care.

This requirement was not met as evidenced by: Based on staff interviews and records. The facility is open from 8:00AM-6:00PM. Director/Owner Svetlana Umansky was away from the facility from 09/18/2025-10/15/2025. S(1) was not present on 09/24/25-09/26/25, 09/29/25,09/30/25 and 10/13/25. S(2) acting director worked from 8:45AM, 8:45AM-2:45PM on 09/24/25-09/26/25, 09/29/25,09/30/25 and from 8:45AM-2PM on 10/13/25. Leaving the facility without a director during the reamining hours of operation.
