Operation of A Family Child Care Home (g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not limited to: (1) Fireplaces and open face heaters shall be screened to prevent access by children. The home shall contain a fire extinguisher and smoke detector device which meet standards established by the State Fire Marshall. This requirement is not met as evidenced by: Based on LPA's observation, the licensee did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care. LPA observed that the 2A10BC fire extinguisher was purchased on 12/02/20. Fire extinguisher is only good for one year from purchase date.

Documentation shall include the following: Time of each 15-minute check This requirement is not met as evidenced by: Based on record review, the licensee did not comply with the section cited above in 2 out of 6 children's files which poses a potential health, safety or personal rights risk to persons in care. Two children (C1 & C2) do not have sleep log.
Criminal Record Clearance. All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing or volunteering in a licensed facility: Obtain a California clearance or a criminal record exemption as required by the Department. This requirement is not met as evidenced by: Based on observation, volunteer has been coming to the family child care home to teach children math once a week for an hour and does not have fingerprint clearance. This poses an immediate health and safety risk to children in care.

This requirement is not met as evidenced by: Based on observation, at 10:54AM, there was a child in the high chair. Child was crying. Assistant brought a toy for the child at 11:02AM. Licensee did feed the child, but did not take the child out after feeding.This poses an immediate health and safety risk to children in care.
General Provisions and Definitions (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year. This requirement is not met as evidenced by: Per LPA’s review, Staff 1 has been working at the family day care but does not have documentation that Staff 1 is immunized against Measles, Pertussis and Influenza. This poses a potential risk to the health and safety of children in care.
