Staff-Infant Ratio, Section 101416.5, (b) There shall be a ratio of one teacher for every four infants in attendance....... Child day care centers serving infants; optional toddler program; departmental guidelines and regulations, Section, 1596.956, (4) A ratio of six children to each teacher shall be maintained for all children in attendance at the toddler program. An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher.... This requirement is not met as evidenced by, at 8:15 am, LPA observed in Room 7, S2 and S3 supervised 6 infants. In Room 8, S4 and S5 were supervising 7 toddlers. At 10:15 am, LPA observed, in Room 5, S1, S2 and S13 were supervising 11 infants. In Room 8, S4 and S12 were supervising 11 toddlers. As per LPA’s Record Review at 9:15 am, S2, S3, S4, S5, S12 and S13 were not Infant Care Teachers, as per Section 101416.2(b). As a result, Room 7 was not in ratio of one teacher for every four infants in attendance, at 8:15 am. Room 5 was not in ratio of one teacher for every four infants in attendance, at 10:15 am. Room 8 was not in ratio of six children to each teacher in attendance at the toddler program. This poses a potential risk to the health and safety of children in care.
