To be a fully qualified teacher, a teacher shall have one of the following: Twelve post-secondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program. This requirement was not met as evidenced by: Based on observation and interview, it was determined that one unqualified staff member was providing care and supervision to daycare children. This poses a potential risk to the health and safety to children in care.
Personnel Requirements (f) At least one staff member who is trained in pediatric cardiopulmonary resuscitation and pediatric first aid pursuant to Health and Safety Code Section 1596.866 shall be present when children are at the child care center or offsite for center activities. This requirement is not met as evidenced by: Based on record review, the licensee did not comply with the section cited above as the First Aid/CPR training completed by staff is not EMSA approved, which poses a potential health, safety or personal rights risk to persons in care.
