102423 (a) (2) and (4)Personal Rights: (a) Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative.. This requirement is not met as evidenced by: Based on interview with Licensee and record review, the licensee did not comply with the section cited above. The Licensee Maria Pantoja failed to provide appropriate care and toileting services when child #11 was cleaned and changed outside on the front porch. The licensee failed to provide an appropriate washing area with running water to properly clean child #11.
