This requirement is not met as evidenced by: Based on observation and interview , the licensee did not comply with the section cited above upon LPA's arrival, Licensee stated that there were 10 children present while the assistant stepped out brielfly to run an errand.which poses an immediate health, safety or personal rights risk to persons in care.
