The department shall assess an immediate civil penalty of five hundred dollars ($500) per violation and one hundred dollars ($100) for each day the violation continues .... :(3) Absence of supervision, including, but not limited to, a child left unattended, and supervision of a child by a person under 18 years of age. This requirement was not met as evidence by: Community Care Licensing was notified of an incident where a child, (c1) left the classroom without staff's knowledge and returned with their parent. This poses an immediate risk to the health and safety of children in care.
(a) The licensee shall ensure that each child is accorded the following personal rights: To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. This requirement was not met as evidenced by: C1 was yelled at by S1 and had a pillow hit them as S1 removed the pillows. This is a risk to the health and safety of children in care.
