A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement was not met as evidenced by LPA observing toddler component children co mingling in class with preschool aged children. Files were reviewed to determine ages of children present and compared to sign in and out sheets.
