This requirement is not met as evidenced by: Based on observation and interview, the licensee did not comply with the section cited above in 23 out of 23 persons in that a toy kitchen play set was observed on the playground with broken pieces that had sharp edges which poses a potential health, safety or personal rights risk to persons in care.
