This requirement was not met as evidenced by: Based on interviews with staff and self reported unusual incident, it was determined that a 4 year old child was found outside of elementary school premises approximately 67 yrds passed the school gates, without visual supervison from staff. This occured at pick up time while the main street where the child was found, was busy with traffic. This poses an immediate risk to the health, safety and personal rights of child in care.
