(1)To be treated with dignity in his/her personal relationship with staff and other persons. This requirement is not met as evidenced by: Based on the investigation, interviews, documents, and collaboration with outside agencies, the licensee did not ensure C1 received safe and healthful accommodations while attending the facility, which resulted in the sexual abuse of C1 by the adult resident/employee. This poses an immediate health and safety risk to children in care.
