Personal Rights. The licensee shall ensure that each child is accorded the following personal rights...To be accorded safe, healthful ...accommodations...to meet his/her needs. This requirement was not met as evidenced by Based on observation and interview, the majority of the children in each classroom did not have a mask on and many teachers admitted to not encouraging them to wear one. Administration was not aware it was a recommendation, rather it was a recommended guideline. This is a potential hazard to children in care.
