Infant Care Teacher Qualifications and Duties- (a)Notwithstanding Section 101216.1, the following shall apply:(b)Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education ... accredited or approved college or university. This requirement was not met as evidenced by: Based on observation and staff interviews, the licensee did not meet the above requirement in that 7 infants were observed with two staff members that do not have any infant units. This poses/posed a potential health, safety or personal rights risk to the children in care.

This requirement was not met as evidenced by: Room 1 is currently being used for infants but was previously approved for use under the Preschool License. Based on observation and staff interview it was found that the licensee is operating outside the limitations of their license.
