Safety precautions shall include but not limited to: (3) Where children are less than five years old are in care, stairs shall be fenced or barricaded. This requirement is not met as evidenced by: Upon arrival LPA observed stairs were not barricaded while Licensee is providing care for children less than five years old, the licensee did not comply with the section cited above which poses an immediate health, safety or personal rights risk to persons in care.
