101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons. This regulation was not met as evidenced by: LPA learned through a self reported Unusual Incident Report and interviews that an argument lead Staff 1 to inappropriately yell at Child 1. Child 1 was observed upset and crying following the situation. This poses an immediate risk to the health and safety of children in care.
