Teacher Qualifications and Duties (c) To be a fully qualified teacher, a teacher shall have one of the following: (1) Twelve postsecondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program. This requirement is not met as evidenced by: Based on record review, the licensee did not comply with the section cited above when 2 staff members were observed in the teacher capacity without completion or enrollment in the 4 core ECE courses which poses/posed a potential health, safety or personal rights risk to persons in care.
Reporting Requirements (d) Upon the occurrence, during the operation of the child care center...a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. All individuals subject to a criminal record review...shall prior to working, residing or volunteering in a licensed facility: (2) Request a transfer of a criminal record clearance as specified in Section 101170(f). This requirement was not met as evidenced by: during a review of staff records, S1 was not associated to the facility's license. This is a potential health and safety risk to chidlren in care.
