When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute.. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. The requirement was not met as evidenced by: Based on interviews and review of evidence the Licensee was not present in the facility at least 20 percent of each day.
