Personnel Requirements (c) The licensee and other personnel as specified shall complete training on preventive health practices, including pediatric cardiopulmonary resuscitation and pediatric first aid, pursuant to Health and Safety Code Section 1596.866. This requirement is not met as evidenced by: Based on the record review, the Licensee did not meet the above regulation which poses a potential Health, Safety & Personal Rights risk to the children in care. During the file review LPA reviewed current CPR/1st Aide certificates that were valid, however, the training was not provided through an EMSA approved vendor.

(b) Cribs or play yards shall be free from all loose articles and objects. This requirement was not met as evidenced by: Based on the observation, the Licensee did not meet the above regulation which poses a potential Health, Safety & Personal rights to the children in care. During the facility tour LPAs observed C1 sleeping with a blanket. LPA explained the Safe Sleep regulations to the Licensee. Licensee stated the child is new and is using the blanket as a safety net but she understands the risk and will not allow him to use the blanket.
