PersonaL Rights. Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative. To be treated with dignity in his/her personal relationship with staff and other persons. This requirements was not met by evidence by pictures provided showed a child while at the facility with a blanket over child's face in addition to interviews conducted revealing that children in care are often seen with blanket over there faces. This is an immediate risk to the health and safety of children in care.

Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative. To receive safe, healthful, and comfortable accommodations, furnishings, and equipment. This requirement was not met by evidence by LPAs observation and interviews with relevant parties revealed that the Licensee places infants and younger children regularly in swings and high chairs for extended periods of time.
