Staffing Ratio and Capacity (e) If no assistant provider is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home as specified in subsections (b) and (c). This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above. Upon entering the facility LPA observed the licensee with seven children, none of which were six years old and/or enrolled in Kindergarten or Elementary School. This poses an immediate health, safety or personal rights risk to persons in care.

Operation of A Family Child Care Home (g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not limited to: (4) Poisons, detergents, cleaning compounds, medicines, firearms and other items which could pose a danger if readily available to children shall be stored where they are inaccessible to children. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above in 5 out of 5 items. The following was found in the on-limit kitchen area of the facility: Prescription medications were found in one of the cabinets without a lock on it. Knives were found in a seperate cabinet, also without locks. In the on-limit restroom, there were loofah's and shampoos/conditioner in the bathtub. All of these items were accessible to the children in care, which poses an immediate health, safety or personal rights risk to persons in care.

Infant Safe Sleep (b) Cribs or play yards shall be free from all loose articles and objects. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above. It was observed, that two infants (under the age of 2) were placed in the crib with blankets. One child also had a bottle in the crib, with blankets hanging from each side of the crib. This is a violation of Safe Sleep Regulations and poses an immediate health, safety or personal rights risk to persons in care.
