This report has been amended from the original report dated 02/26/26. 101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights:(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to:... This requirement is not met as evidenced by: Based on witness statements and documentation reviewed, it was determined that a staff yelled at day care child after believing the child was attempting to run out the door. It was further confirmed that the staff member's tone was inappropriate and that yelling at close proximity to the child’s face was unnecessary which poses an immediate health, safety, or personal rights risk to persons in care.
