Teacher Qualifications and Duties (c) To be a fully qualified teacher, a teacher shall have one of the following: (1) Twelve postsecondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program. This requirement is not met as evidenced by: Based on record review, the licensee did not comply with the section cited above as Staff 1 CDA certification expired 07/2025. Staff 1 did have proof of completion of Child, Family, and Community nor Infant and Toddler Units, which poses a potential health, safety or personal rights risk to persons in care.
Reports to be provided to parents or guardian of each child receiving services.(c)(2) Upon enrollment of a new child in a facility, the licensee shall provide to the parents or legal guardians of the newly enrolling child copies of any licensing report that the licensee has received during the prior 12-month period that documents any Type A citation that documents any Type A citation that represents an immediate risk to the health, safety, or personal rights of children in care as set forth in paragraph (1) of subdivision (a) of Section 1596.893b. This requirement was not met as evidenced by an interview with the licensee on 4/11/2022. Licensee stated that there were still families that had not recieved form LIC 9224 regarding a citation issued on 07/2021. This poses a potential threat to the health and safety of children in care.
Personal Rights.(a)The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by the unusual incident reported on 06/17/2021 by licensee, which stated that Staff #1 reacted to Child #1 misbehavior towards other children by yelling at Child #1 and forcefully moving them in a manner that was inappropriate. If not corrected, this poses an immediate risk to the health and safety of children in care.
