Teacher child Ratio-(a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, This requirement was not met as evidenced by: statement of S4, S8, and S15 confirming an aid was supervising few children in one room for 10 minutes on one occasion, S6, and S7 confirmed S6 left a preschool room with 16-17 children under S7 supervision for a few minutes to assist a parent one time. S8, S11, and S15 reported hearing staff requesting assistance over walkie-talkies for being out of ratio. This is a potential risk to the health and safety of children in care.

(a) The licensee shall ensure that each child is accorded(1) dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by interviewing staff that S1 admitted raising their voice in frustration when addressing a staff's mistake in the presence of younger children. S2, S3, and S4 witnessed or heard S1 raising their voice at staff, including one instance during parent drop-off and another while younger children were napping. S5 and S8 confirmed hearing S1 yell at a staff member in the presence of younger children and parents. This is a potential risk to the health and safety of children in care.
