This requirement was not met as evidenced by: Based on observations and interviews, on 3/18/2026, Child 1 (C1) was left alone without supervision at the sandbox on the playground for approximately three (3) minutes while the children were transitioning to the Orchard area outside of the facility. This poses immediate risk to the health and safety of the children in care.
