101223 Personal Rights (a)The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by: Based on interviews, three (3) out of five (5) interviewed staff and two (2) out of three (3) interviewed children stated they witnessed S1 yelled at the children in care, which poses a potential health, safety or personal rights risk to persons in care.

(a) The licensee shall provide care and supervision as necessary to meet the children's needs. No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation. This requirement was not met as evidenced by: S2 did not verify if C1’s authorized representative was there to pick up C1. Staff #2 (S2) did not C1 walked out of the facility, alone, and was unsupervised for approx. 10 minutes until C1 reached C1’s home. This poses an immediate health safety, and personal rights risk to the children in care. Immediate Civil Penalty was assessed.
