- The CHild Care entes shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well being of children, employees, and visitors. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above in one count out of one count which poses a potential health, safety risk to persons in care. LPA observed the wooden bottom of the fences around playground had splinters and some nails sticking out of the wood. On another playground some dried bushes of tress piled up over the fence to create possible fire hazard.
