This requirement is not met as evidenced by: Based on observation the licensee did not comply with the section cited above in which 5 preschool aged children where in the restroom without supervision, while their teacher was in another building, while the children were going back to their classroom another child came out of the bathroom and ran to the classroom, which poses/posed a potential health, safety or personal rights risk to persons in care.

An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher.
