This requirement is not met as evidenced by: Based on interviews with the licensee and parents, the licensee stated she left the country during the first week of February 2026 and that during her absence, staff 1 and 2 were caring for children, of which staff 1 did not have fingerprint clearance. This poses an immediate risk to the health, safety, and personal rights to the children in care.
