101223 PERSONAL RIGHTS (a) The licensee shall ensure that each child is accorded the following personal rights: (3) To be free from….infliction of pain…or other actions of punitive nature including but not limited to… This requirement was not met as evidenced by: On 12/05/25, staff S1 was observed handling a child roughly, inflicting pain, which created an immediate risk to the child’s health, safety, and personal rights. Another staff S2 member intervened immediately to stop the behavior.Staff S1 was terminated immediately.
