Responsibility For Providing Care and Supervision - Title 22 regulations state a licensee shall provide care and supervision as necessary to meet the needs of each child, and no child shall be without supervision of a teacher at any time. This includes visual observation. Based on staff interviews, as well as the self reported incident report; there was a laps in supervision resulting in inappropriate behavior. This poses a potential risk to the health, safety, and personal rights of the children in care.
