Buildings and Grounds (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care. Licensing Program Analyst (LPA) observed that the gray carpets/circle time rugs in Room 1 and Room 3 showed dark marks and staining. During the outdoor inspection, LPA observed that the temporary fencing installed to cover a missing section of the exterior fence was loose and not anchored appropriately, leaving some gaps/openings where children could potentially abscond from the playground.

Lead Testing (1) A licensed child day care center, as defined in Section 1596.76, that is located in a building that was constructed before January 1, 2010, shall have its drinking water tested for lead contamination levels on or after January 1, 2020, but no later than January 1, 2023, and every five years after the date of the initial test. This requirement is not met as evidenced by: Based on record review, the licensee did not comply with the section cited above. The report of water lead exceedance that LPA reviewed, showed the following outlets were out of compliance as they were above a value of 5.5 ppb or greater: (N-Kitchen L. Sink) is impacted with an (ALE) of 9.6; Q-Classroom #5 L sink is impacted with an ALE of 24; R-Classroom #5 C sink is impacted with an ALE of 20. These results pose a potential health, safety or personal rights risk to persons in care.
