Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. This requirement was not met as evidenced by: Staff #1 stated that cat feces have been an ongoing issue due to stray cats near the school. LPA’s observations, record review, and interviews confirmed that children have come into contact with cat feces on the playground, indicating that staff did not ensure healthful accommodations. This is a potential risk to the health, safety, and personal rights of children.

This requirement is not met as evidenced by: Based on observations stated in LIC809 report dated 2/10/2025, the licensee did not comply with the section cited above in that LPA observed in Classroom #7 toilet, light fixtures, ceiling tiles need repair and a baby gate for storage area. In Classroom #8 the ceiling tiles need repair, a doorknob spinner or latch for boiler, and baby gate for storage area. In playground, cushioning is needed, storge needs lock, and area next to storage inaccessible to children in care. All which is stated in LIC809 report, which poses/posed a potential health, safety or personal rights risk to persons in care.
