All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing, or volunteering in a licensed facility: Obtain a California clearance or a criminal record exemption as required by the Department This requirement was not met as evidenced by: Based on statements and records obtained which confirmed that multiple adults provided care to children at the facility on behalf of the Licensee, while the Licensee was absent. A $500.00 civil penalty applies.

When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence.
