The licensee shall ensure that each child is accorded the following personal rights: To be accorded dignity in his/her personal relationships with staff and other persons. This requirement is not met as evidenced by: Based on interviews conducted and documents reviewed, it was confirmed that Staff 1 pulled Child 1 by the hair and tapped C3 on their hand. This poses an immediate risk to the health and safety of children in care.
