This requirement is not met as evidenced by: Based on LPA's observation, the licensee did not comply with the section cited above, during this inspection 15 children were present, two being infants and 13 aging 2-5 year old and licensee was observed not be in licensed limitation and was out of ratio with three children which poses an immediate health, safety or personal rights risk to persons in care.
