101223 Personal Rights (a) The licensee shall ensure that each child... (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement is not met as evidenced by: Based on observations, interviews, and record reviews, the Licensee did not comply with the section cited above by allowing Staff 1, 2, and 3 to yell at children in care when providing guidance and direction in the classroom that caused children undue emotional discomfort as they cried and became saddened by the staff’s behavior which poses an immediate health, safety or personal rights risk to persons in care.
