- Buildings and Grounds (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above in observation of the preschool classroom, the room was under major construction, no equipment or fixtures were observed. Walls beams and wiring were exposed and the licensee did not report to the department. No children were in care during todays visit which poses a potential safety rights risk to persons in care.
