This requirement was not met as evidenced by interviews conducted and disclosures made indicating child care center personnel is not able to provide the services necessary to meet the individual needs of children in care which poses a potential health, safety, and personal rights to children in care.
Reporting Requirements. The licensee shall notify the Department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor activity space. Such structural changes shall include, but not be limited to, room additions. This requirement is not met as evidence by: The report dated 07/21/23 notes that this construction of the indoor classrooms should have been completed by 08/14/23. CCL did not receive any reports regarding the construction not being completed in rooms 1 and 2. Furthermore, LPM and LPA Katrdzhyan were informed during today's visit that the construction for the outdoor area will continue for another year and half.

The child was discovered by the school attendant on the sidewalk on the corner of Willoughby Ave. and Edinburgh Ave. Staff members were not aware that child had exited the school grounds. This is a Type A citation and poses an immediate risk to the health and safety of children in care.
